The variety was obtained through selection from the progeny of 30 plants collected in 1996. The genetic base consisted of the varieties Citation II, Citation III, and other breeding populations. The improvement process took place in Oregon and New Jersey.

The plants are distinguished by a low growth habit and dark green color of the leaf blades. During selection, the key criteria were habit, high color intensity, resistance to crown rust and stem rust, as well as a high percentage of reproductive tillers.

The variety was developed primarily for use in lawn and turf mixtures. It has been repeatedly included in the National Turfgrass Evaluation Program (NTEP) in the USA as a commercial entry.
