The variety was created as a gift following a meeting between Queen Máxima of the Netherlands and Mayor London N. Breed in September 2022. The official naming ceremony for the variety took place in March 2023. Five thousand bulbs of this tulip were planted in the Queen Wilhelmina Garden at Golden Gate Park in San Francisco.

The shades of the variety's flowers were selected based on the color palette of the outfits worn by Queen Máxima and Mayor London Breed on the day of their meeting. Detailed agronomic characteristics of the plant, such as maturity group, exact height, or disease resistance, are not provided in open sources.
