The variety was bred based on populations from France and other varieties as a representative of the fine-leaved tall fescue form. In breeding, it served as source material for the development of new varieties.

The plant is characterized by high drought tolerance, winter hardiness, and the ability to adapt to various growing conditions. The variety was intended for forage purposes as part of pastures and hayfields.

In agronomic research, Elfina is often cited as a reference specimen when studying biomass potential, methane yield, and allelopathic properties.
